“Superintendent Chris Tanner on Feb. 12 proposed to the Pawhuska Board of Education a change in the discipline policy for tobacco possession and use, and vaping. Tanner explained that his intent was to keep students in school if possible, and to offer them education about the harmful effects of tobacco use and vaping.”
